Tews Company has an immediate need for an experienced  IT Portfolio Management leader.  This role will be responsible for managing the information technology portfolio of investments. These investments are both capital and expense. In collaboration with the senior leadership team, the Portfolio Manager sets direction and investment portfolio needed to meet strategic business objectives. The IT Portfolio Manager is also responsible for managing portfolio governance, performing analysis and reporting of portfolio investments to enable effective decision making and maintaining tools / systems to manage portfolio data. The portfolio manager will work in collaboration with IT finance, PMO and other groups to create the monthly project forecast and annual and long range portfolio plans. The IT Portfolio Manager will also create executive level presentations. The Portfolio Manager will also create a service and application portfolio to drive strategic decisions on IT services, applications and IT investments. Working in collaboration with IT Finance and technical teams will optimize the service and application mix and provide key data for the monthly forecast and annual / long range IT plans

  • Establish portfolio management function, responsibilities and tools. This includes creating investment (project) portfolio and portfolio management practices and creating a service and application portfolio management practice.
  • Establish processes and implement tools to support investment portfolio management and service and application portfolio management
  • Provide leadership and set the strategic direction, mission and vision for the portfolio management function in alignment with the strategic and operational objectives of the technology organization and the business
  • Strategically partner and collaborate with IT partners and IT peers in defining and deploying strategies that ensure investments enable the achievement of tactical and strategic IT goals.
  • Facilitating portfolio reviews to identify redundancies, gaps, and investment needs
  • Engage with and conduct quarterly (or at other intervals as specified) reviews with the business unit executives to validate and assess their portfolio plans, and assist in reprioritizing to meet business unit needs as required
  • Identify and suggest reviews of any significant business unit initiatives or projects that are challenged in order to determine whether they should continue, be significantly changed, placed on hold or discontinued
  • Work with other PMO and architecture to identify enterprise wide efficiencies and synergistic opportunities.
  • Support PMO leadership in communicating the PMO value contribution to the business unit and enterprise, and cement the understanding that projects and programs are the mechanism by which strategy is realized and change is delivered.
  • Support good financial stewardship through highlighting any issues arising from the performance of individual projects/investments to assure the on-plan usage and consumption of resources and funding
  • Consider enterprise priorities, strategies, goals, emerging technologies, industry trends and economic viability for investment, service and application portfolio approaches
  • Through the execution of the portfolio management discipline and its practices, model and analyze impact potential, develop alternative portfolio scenarios, and make recommendations for portfolio actions as part of an effective response to events and change
  • Ensure that the project portfolio function and its processes and practices fully cooperate, and are well-integrated, with the organizational governance functions
  • Make recommendations for investments, service investments and application lifecycle management based on data driven portfolio analytics
  • Partner with Business Engagement team to create priority model for all IT investments, services and applications

Performance management:

  • Oversee the measurement and reporting portfolio performance, including the development of evaluation tools and reports, and the creation of scorecards and dashboards that will accurately present this data.
  • Establish metrics for investment portfolio and service and application portfolio performance
  • Ensure that the metrics used to evaluate performance are properly tied to business outcomes
  • Provide Enterprise Portfolio Dashboard for executive leadership
  • Provide focus and facilitation for the development, and the periodic planning and execution of investment vs. return reviews for potential new initiatives, and for existing initiatives — together with the development and presentation of recommendations for executive decision making as to the disposition/future of reviewed initiatives

Forecasting / Planning

  • Manage the monthly forecasting and planning for the investment portfolio
  • Provide leadership, mentoring and guidance to IT staff in the arears of portfolio management
  • Lead annual and long range budget planning for investment portfolio process
  • Ensure focus on continuous improvement
  • Partner with senior leadership of the business community to identify and prioritize opportunities to achieve the goals of the enterprise

Required Qualifications:

  • 7-10 years’ experience in portfolio management or related field
  • 5-7 years in IT finance
  • 3 years supervisory experience
  • Proven experience in successfully leading and facilitating teams in portfolio management, portfolio planning and analysis; covering investment, service, and application portfolios
  • Experience with PPM tools and processes Ability to build relationships across functional and virtual teams with a mixture of direct and dotted-line reporting
  • Ability to communicate orally and in writing in a clear and straightforward manner
  • Ability to define and manage to key performance indicators/metrics
  • Strong working knowledge of Project Portfolio management tools
  • Ability to communicate with all levels of management and company personnel and influence internal and external key stakeholders and build consensus
  • Ability to provide leadership and direction to cross Understanding of the entire software development life cycle and investment planning and execution lifecycle
  • Solid grasp of financial concepts, such as depreciation schedules, dollar costing and total cost of ownership


  • BA/BS/Bachelor's Degree
  • 10+ Years of related experience 
  • 2+ years of Management or supervisory experience


  • 10 – 15+ years’ experience in portfolio management or related field
  • 10 years in IT finance
  • MS/MA/Master's Degree
  • 6+ Years of management or supervisory experience
  • License/ Certificates CTPE
