You are:
- Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited college or university or a Certified Public Accountant (CPA).
- Ten (10) years of progressively responsible professional experience in public finance, budgeting and accounting management practices, including a minimum of four (4) years senior staff managerial experience. An equivalent combination of education, training, and experience.
- Experience managing overall operating and capital budgets of $500 million plus preferred.
- Experience and knowledge of Independent and Dependent Special Districts.
- One of the following Certifications and Licenses: CPA, CPFO, CGFO, CFGM or CDFM
- Required FEMA (ICS) certifications must be completed within six months of hire.
What you will do?
Essential Job Functions:
- Lead, develop, and manage finance staff, addressing issues, delegating tasks, and conducting performance reviews.
- Oversee the preparation and presentation of financial reports to Boards and Committees monthly.
- Ensure timely completion of year-end audits and compliance with annual reporting requirements.
- Direct the creation, implementation, and monitoring of the annual budget and Capital Improvement Program.
- Analyze budget recommendations and provide strategic input.
- Advise and assist the Purchasing Director on financial matters.
- Manage cash reserves and investment portfolios.
- Coordinate bond issuance and debt management, recommending cost-effective financing solutions.
- Monitor long-term debt compliance and ensure timely funding at the lowest cost.
- Present financial updates and reports at Board meetings and other forums.
